You could certainly argue that Philadelphia is the best team in the NFL right now. A dominant performance last week against San Fran did nothing to deter that, and the schedule is still relatively open at this point for more wins to rack up.
The last time the Rams were favored by more than a field goal in a game played on the East Coast in quite some time. In fact, the last time they were favored anywhere on the road by more than a field goal was in 2006.

You don't see sub-.500 teams favored by two touchdowns all that often, but this Houston team is a tremendous exception. Deshaun Watson leads the NFL in touchdown passes through his first 6.5 games of his career and has all but wrapped up Offensive Rookie of the Year honors.
Baltimore is going to have a really tough time getting ready for this game if Joe Flacco can't go. Ryan Mallett's likelihood of going on the road and beating anyone is slim to none.
For all of the great, young quarterbacks who have come to the NFL over the course of the last few years, this matchup between the Cards and Niners is set to pit Drew Stanton against C.J. Beathard. Think about that for a minute.
Neither one of these teams have a clue how to run the football right now. Kirk Cousins and Russell Wilson could be in for a shootout.
The perception of this game will change a lot on Monday after the Chiefs are done playing the Broncos on MNF and Ezekiel Elliott is done defending himself in appeals court as he tries to put off his suspension.
At one point, putting this game on Sunday Night Football seemed like a good idea. But now, the game pits Matt Moore and the 4-3 Dolphins against the 3-5 Raiders, and both of these teams feel like they've already had it in 2017.

The Lions have been favored exactly once in Green Bay since Brett Favre came to Titletown, and neither Favre nor Aaron Rodgers were under center. Matt Flynn was quarterbacking the Pack in the final game of the 2012 season, and the Lions were predictably beaten.
