Germany enters another World Cup as the favorite after putting on a show during the 2014 World Cup. France is in the middle of a golden era. The French have a ridiculous amount of world class talent and were favored to win Euro 2016 because of it. The team started slow, but heated up once it got to the knockout stages and hammered Iceland before knocking off Germany to make it to the finals. They lost to Portugal, yet this team gained valuable experience as a result. Paul Pogba will look to show he is ready to lead his team to greatness.
Finally, we have Spain rounding out the list of contenders. To be honest, Spain is listed here based mostly on reputation. This country is still having a battle between the old guard and the new guard, and many of the younger players will be relatively untested coming into the World Cup. The greats are not as good as they once were, making this team the most likely favorite to make an early exit.
If you want to take a team from the next tier that has good value, look at Colombia. Money has already come in on Colombia because of its relatively easy group, and this team has looked good on the international stage. Colombia had a very impressive performance at the Copa America Centenario, losing to eventual winners Chile in the semifinals. James Rodriguez, Juan Cuadrado, and Radamel Falcao are all superstars that can take over a game.
